This scheme was originally introduced by the Government of Khyber Pakhtunkhwa for employees in BPS-01 to BPS-15; however, with effect from financial year 2019-20, employees in BPS-16 and above have also been made eligible. The Finance Department earmarks a budget for this purpose every year, while implementation of the scheme rests with the Provincial Benevolent Fund Cell.

Key Conditions
- No quota or special concession shall be allowed under any circumstances; all previous lists shall stand cancelled.
- Employees on deputation are not eligible for this scheme.
- Loan shall be sanctioned under only one category at a time; a fresh application may be made after all instalments of the earlier loan have been repaid.
- Loan shall be granted only to employees who are not already availing a loan facility from the Benevolent Fund, a bank, or any other financial institution.
- In the event of the employee's death, the outstanding instalments shall be waived off in consultation with the Finance Department.
- Applications are invited through the respective departments on the prescribed Government form and stamp paper, along with a Surety Bond.
